Sea Toll Optimization, the Strategy of the Ministry of Transportation in the New Era Normal

The Ministry of Transportation ensures that the flow of goods delivery under the Sea Toll program continues to run with the new normal protocol. In the new normal protocol, a number of mechanisms have been prepared which are expected to facilitate the process of shipping goods by sea by optimizing the Sea Toll. Director of Sea Traffic and Transportation Directorate General of Sea Transportation Ministry of Transportation Capt. Wisnu Handoko asserted, in the new normal period, his party would continue to distribute logistics and try to move people’s economy by continuing to implement health protocols to prevent the spread of Covid-19.

“The wheels of the economy must go on and the company can still run its business so the government must be present to facilitate this,” Capt said. Wisnu in Jakarta, Saturday (06/06/2020).

According to him, one of the strategies to be implemented is to optimize the Logistics Communication System (LCS). In addition, the cargo data with LCS will be tightened so as to eliminate SOP deviations from the implementation of the Sea Toll program.

“Therefore, the implementation of SOP for shipping goods will be tightened by registering in accordance with KTP and NPWP,” he said

 

The LCS developed by BUMN Telkom will continue to be updated so that in the future it will be able to assist and facilitate the public in accessing vessel schedule information, vessel tracking position, container availability, shipping orders, manifests and shipping costs, freight statistics and departing, up to the selling price of goods needed principal and important (bapokting). Further Capt. Wisnu explained that in the cargo and ship space information, he will facilitate the business processes of ordering, shipping containers, transparency in standardizing logistics costs and price disparity in bapokting.

“In the future, it will not only eliminate physical contact, but can also stimulate fair competition because businesses will monitor each other’s prices. Businesses must upload their respective service fees,” he explained.

The Ministry of Transportation hopes that the Logistic Sea Toll in the new normal period can be utilized by inter-island bapokting business operators to further increase the volume of goods delivery to meet regional needs.

“We are very appreciative that several regional heads have proven their commitment to send back the production of regional backfills such as Morotai, Bitung, Tahuna, Saumlaki, and some even send back the load up to 54 Teus, where the majority of the cargo contains fish, wood, copra, and others, “said Capt. Vishnu.

Kementerian Perhubungan memastikan arus pengiriman barang dalam program Tol Laut tetap berjalan dengan protokol new normal. Dalam protokol new normal telah dipersiapkan sejumlah mekanisme yang diharapkan dapat memperlancar proses pengiriman barang melalui jalur laut dengan mengoptimalkan Tol Laut. Direktur Lalu Lintas dan Angkutan Laut Ditjen Perhubungan Laut Kementerian Perhubungan Capt. Wisnu Handoko menegaskan, di masa new normal ini pihaknya tetap mendistribusikan logistik dan mencoba menggerakkan perekonomian rakyat dengan dengan tetap menerapkan protokol kesehatan guna mencegah terjadinya penyebaran Covid-19.

 

“Roda ekonomi harus bergerak dan perusahaan tetap bisa menjalankan bisnisnya sehingga pemerintah harus hadir untuk memfasilitasi hal tersebut,” ujar Capt. Wisnu di Jakarta, Sabtu (6/6/2020).

 

Menurutnya, salah satu strategi yang akan diterapkan adalah dengan mengoptimalkan Logistic Communication System (LCS). Selain itu, data muatan dengan LCS akan lebih diperketat sehingga akan menghilangkan penyimpangan SOP penyelenggaraan program Tol Laut

 

“Oleh karena itu, implementasi pelaksanaan SOP pengiriman barang akan diperketat dengan meregistrasi sesuai KTP dan NPWP,” katanya.

 

LCS yang dikembangkan BUMN Telkom akan terus diupdate agar kedepan mampu membantu dan memudahkan masyarakat dalam mengakses informasi jadwal kapal, posisi tracking kapal, ketersediaan kontainer, shipping order, manifest dan biaya pengiriman, data statistik pengiriman muatan berangkat dan balik, sampai dengan harga jual barang kebutuhan pokok dan penting (bapokting).Lebih lanjut Capt. Wisnu menjelaskan pada informasi muatan dan ruang kapal ini, pihaknya akan memfasilitasi proses bisnis pemesanan, pengiriman kontainer, transparansi standarisasi biaya logistik dan disparitas harga bapokting.

 

“Nantinya, tidak hanya menghilangkan kontak fisik, tetapi juga bisa merangsang persaingan sehat karena pelaku usaha bakal saling memantau harga yang diterapkan masing-masing. Para pelaku bisnis wajib mengunggah biaya jasa mereka masing-masing,” jelasnya.

 

Kemenhub berharap agar Tol Laut Logistik di masa new normal bisa dimanfaatkan oleh pelaku usaha perdagangan bapokting antar pulau untuk semakin meningkatkan volume pengiriman barang dalam memenuhi kebutuhan daerah.

 

“Kami sangat apresiasi beberapa kepala daerah sudah membuktikan komitmennya untuk mengirim muatan balik produksi daerah seperti Morotai, Bitung, Tahuna, Saumlaki, bahkan ada yang sampai mengirimkan muatan baliknya hingga 54 Teus, di mana mayoritas muatan berisi ikan, kayu, kopra, dan lainnya,” terang Capt. Wisnu.
